Domestic violence is a disease in people’s lives and it is the government’s responsibility to handle it. This study aims to determine the factors that cause domestic violence and the role of the UPTD PPA in assisting victims of violence in the divorce process. The result of this study resulted in several findings namely that cases of domestic violence in the city of Surabaya are increasing day by day. In fact, in most cases the perpetrators who are the cause are men and indicate that the factors of infidelity, the factor of jealouse, the economic factor, the social factor, and teh factor the lack of knowledge about domestic violence laws. And also one of the big factors the increase in divorce which is mostly filed from the wife’s side is due to domestic violence. Therefore the UPTD PPA institution is one of the place of effort in helping to deal with and accompany victims of domestic violence if they want to proceed to the divorce process with services provided such as health service assistance, assistance legal services, assistance social rehabilitation, assistance social integration values which aims to help handle and assist victims as a whole until the final decision and provide assistance services free of charge especially for victims who are economically disadvantaged.
